Minnesota Statutes section 609.75 defines a lottery around the distribution of money, property or another reward to people selected by chance where some or all participants have provided consideration for the chance to be selected.
In addition, section 609.755 covers prohibited gambling conduct, including making a bet and selling or transferring a chance to participate in a lottery, subject to Minnesota’s statutory framework and exceptions.
Meanwhile, Minnesota also has specifically authorized forms of lawful gambling. Section 349.13 states that lawful gambling conducted under Chapter 349 is not a lottery or gambling within the meaning of sections 609.75 through 609.76.
Sweepstakes-style social casinos generally separate entertainment currencies from promotional prize currencies and provide no-purchase participation methods. However, that structure does not create a Minnesota gambling license, and players should review each operator’s rules and eligibility requirements before participating.
