What the North Dakota Attorney General says
The North Dakota Attorney General’s Gaming Division states that state law prohibits online gaming. It also describes a narrow exception allowing qualifying state-licensed charitable gaming organisations to operate online raffles through a licensed North Dakota distributor.
Separately, the Gaming Division oversees charitable gaming and the state’s tribal gaming compact arrangements. Those authorisations do not automatically extend to a commercial website offering promotional casino-style games.
What this means for promotional platforms
Some national sweepstakes casinos nonetheless include North Dakota in their eligible account locations. However, that operator policy is not evidence that the state has approved the underlying promotion. The legal treatment of any particular free-entry or dual-currency offering depends on its structure and the applicable laws.
