Pennsylvania has a formal regulated iGaming system
The Pennsylvania Gaming Control Board regulates casino gaming, online casino-type gaming, sports wagering and other authorized forms of gaming in the Commonwealth. In addition, it publishes information about regulated online gaming operators.
Those licensed interactive gaming operators operate within Pennsylvania’s formal gaming framework. By contrast, sweepstakes-style casinos use entertainment currencies and promotional sweepstakes mechanics rather than standard real-money casino deposits and wagers.
Pennsylvania criminal law also addresses unlawful lotteries and gambling devices. For example, Section 5512 covers unlawful lotteries and numbers games, while Section 5513 contains provisions concerning gambling devices and certain simulated gambling programs.
For that reason, a sweepstakes casino permitting Pennsylvania users to register should not be described as holding a state license or receiving PGCB approval.
